GTEC の英作文でGrade４に分類された英作文を二つ紹介したいと思います。
Grade４は、スコア換算で１００～１３０の間ですが、今日はその最低限に近いもの（１０５点）と最高点に近いもの（１２４点）の英作文を取り上げたいと思います。これぐらいの作文がGTECではこういう点数になるんだなぁと参考にして頂ければと思います。

語彙数も少ないし、文法的な間違いも多いのですが一応ギリギリ１００点を超えたのでGrade4 です。この語数ですと解答用紙の半分も埋まりません。GTECの英語力レベルの表によると「Grade4 ＝高校英語中級レベル」（海外ホームステイや語学研修で楽しめるレベル）です。まあ、「海外で楽しむくらい」はできるかな？

と書かれているところは、おそらく「花は犯罪を減らすと言われている」と言いたいのだと思います。
●「～と言われている」は
It is said that~ もしくは ~ is / are said to do のどちらかで表現できます。ここでは

〇 Flowers are said to ~.
✖ Flowers are said that これは、二つの使い方が混ざってしまっていますのでNG
●「犯罪を減らす」は decrease crimes でも良いですが、decrease は「減る」という自動詞で使われることが多いです。一般的に「減らす」として使われている reduce を使った方が「よく見る表現」になります。let は「使役動詞」的に使っていると思いますがここでは「使役」にする必要はありませんので、不要です。

という表現が意味不明と判断されました。おそらく「花は空気を綺麗にする（二酸化炭素を吸って酸素を出すから）」と言いたかったのでしょう。
→flowers make the air clean.
（花は空気を綺麗にする）
が一番簡単な言い方ですね。主語を「花の呼吸（息）」と言わなくても「花」で通じます。二酸化炭素や酸素の事を言いたければ
→ flowers breathe in carbon dioxide and breathe out oxygen.
(花は二酸化炭素を吸い込み、酸素を吐き出します）
● breathe は「呼吸をする」という動詞です。breathe in 「吸い込む」breathe out「吐く」です。「息」と言う名詞 breath とはスペルも音も違うので注意です！
