英検(2017年度第二回)が終わりましたね。今回の英検1級の英作文のお題は

「先進国は移民の受け入れを勧めるべきか」

といった内容だったそうです。その英作文の解答例が速報で出ています。

 Immigrants have been arriving on the doorstep of wealthy nations for centuries. Whether these nations should encourage immigration is a polarizing issue, but it is clear immigration offers them overwhelming benefits. Of these, most notable are a sustainable workforce, multiculturalism, and stronger pension systems. 

 Many developed countries face a pressing problem: as their population ages, workers of all skill levels are becoming scarce. The only solution is for governments to encourage working-age people to immigrate. Some commentators say automation can provide a solution, but inreality this cannot compare with a steady influx of immigrants who can sustain the workforce.
 In today's globalized world, cultural homogeneity is hardly an asset. True
internationalization cannot be achieved by simply improving a population's foreign-language skills; rather, people in culturally homogenous developed nations must learn to be comfortable with immigrants and cease viewing them as outsiders. Large-scale immigration will create an internationally minded populace by increasing cultural diversity.
 Lastly, immigrants contribute to developed countries' economies by supporting pensions. Pension systems in countries with aging populations will cease functioning as fewer and fewer people pay into them. Immigrants often spend years paying into pension systems, making an enormous contribution. Some of them even return to their original countries without claiming the benefits. This makes more money available to retirees in host nations and is an invaluable economic advantage.

理由は①持続的な労働力②多文化主義③年金システム

②の多文化主義が渋いですね~。難しそうなん選んで~。公式さんたら~。私なんてこの単語 ”multiculturalism” をスペルミスせず書く自信すらないっす(笑)

 

理由1

今日のグローバル世界では文化的な同種性(同質性)は財産とは言えない。真の国際化を手に入れる為には、移民を受け入れ、彼らをアウトサイダーとして見ることをやめなければならない。大規模な移民受け入れが国際的な精神をもった民衆を形作るのだ!

攻めてますねー。真の国際化を持ち出してきました。単一民族の国家なんてイマドキじゃない!的な。(いや、そこまでは言ってないけど。)

※移民の話をする時に、労働力や優秀な能力の確保、経済的な利点、を述べることは多いんですが、日本人が心に抱きがちな「え~。なんか他の民族の人が入ってくると困った事がおきそう~。同じような考えの人だけでまとまってたい~。」という精神的なバリアを打ち砕くべきだ!と切り込んでるんですね。まあ、今回のテーマは日本に限った事ではなく「先進国」全体の話ですから、America First を唱えている人に向けて言っているのかもしれませんね。

Lastly, immigrants contribute to developed countries' economies by supporting pensions.
Pension systems in countries with aging populations will cease functioning as fewer and
fewer people pay into them. Immigrants often spend years paying into pension systems,
making an enormous contribution. Some of them even return to their original countries
without claiming the benefits. This makes more money available to retirees in host nations and is an invaluable economic advantage.

 

年金のシステムを破綻させないために移民が必要。とにかく年金を受け取る人ばっかり増えているのに払う人が少なすぎ!移民の皆様がこの支払いに貢献してくれるわけだし、経済的に好都合。

ありがちな理由なようですが、展開がなかなか面白いです。え?そんな事言っちゃう?と私は思いました。お金を落としてくれる人。それが移民。みたいな。

 

 結論


Immigration can enrich developed nations both economically and culturally. These nations must welcome immigrants if they are to prosper in the coming decades.

 

移民は経済的にも文化的にも先進国を豊かにしてくれる。この先も栄えていたいなら移民を受け入れるべき。
